Verwaltungskommunikation: Make the Administrative Chain Explainable End to End

Communication · Executive Insight Brief · 263

One decision. Four different instructions.

Public authority is experienced through decisions, records, interfaces, and responses that must remain legally reliable and publicly intelligible.

Premise

Public administration does not become understandable to citizens merely because a decision is lawful. People encounter administration through letters, forms, portals, hearings, service counters, explanations, refusals, consultations, media statements, and silence. Verwaltungskommunikation names this communicative environment: how public institutions coordinate internally and make authoritative action intelligible, contestable, and accountable externally.

For executives, the practical shift is from managing isolated messages to governing a chain. A legally correct decision can still create confusion when internal interpretation, website content, frontline guidance, records, and public explanation diverge. Communication is therefore part of administrative infrastructure, not a decorative layer added after the substantive work is complete.

Model

In this series, Model names the editorial family primarily used to understand and explain communication: theories, frameworks, effects, traditions, principles and other conceptual resources. It is an umbrella for a route into the field, not a claim that every included object is a predictive model.

Editorial orientation · Category

Paradigms, Traditions & Metatheories

Provides a broad intellectual perspective within which multiple concepts, theories or investigations are developed. Traditions carry histories and commitments; metatheories examine how theories themselves are organized or related.
