Xinfang: Follow the Grievance Through the Routing System

Communication · Executive Insight Brief · 294

Handled does not mean explained

The diagnostic value lies in the path from submission to classification, jurisdiction, disposition, and repeat contact rather than in petition volume alone.

Premise

Xinfang, the Chinese letters-and-visits system, turns upward citizen communication into an administrative handling process. Citizens and organizations may submit information, suggestions, complaints, and grievances through written, electronic, telephone, or in-person channels; the receiving body then registers, classifies, routes, accepts, explains, or refers the matter according to applicable rules and competence. The actionable unit is therefore the complete case path, not the incoming message alone.

A complaint arrives in the petitioner’s own terms, then becomes a category, jurisdictional question, referral, investigation, and disposition. Aggregate volume cannot show whether authorities face legal disputes, administrative confusion, implementation gaps, misconduct, or several problems at once. Reception of a grievance is also a different institutional act from adjudicating its truth or determining a legally required remedy.
