Recurrence is not a mandate
World Café uses rotating small-group conversations and a shared harvest to make ideas travel across a large group while keeping participation, interpretation, and decision authority explicit.
Premise
World Café is a facilitation architecture for large groups that need more interaction than a plenary can provide without isolating people in fixed small groups. Participants move between tables, carry arguments and experience into new conversations, and encounter repetition or contradiction before a shared harvest. The method expands the field of conversation; it does not convert recurrence into a vote, prevalence estimate, mandate, or implementation decision.
