Shura: Make Consultation Real Before Authority Acts

Communication · Executive Insight Brief · 288

Counsel must arrive before closure

Institutionalize informed counsel, representation, and accountable return without pretending Islamic consultation dictates one universal voting rule or meeting protocol.

Premise

Shura changes the executive question from “Did we ask for input?” to “Could relevant counsel materially enter the decision before authority was exercised?” Rooted in Islamic scripture and inherited consultative traditions, Shura treats consultation in consequential shared affairs as more than courtesy. Its organizational value is a credible path for knowledge, interests, and advice to reach decision-makers early enough to matter. The principle is strong; the mechanics remain open. Scripture does not prescribe one quorum, voting threshold, council composition, or facilitation sequence.
