The announcement cannot set the decision calendar
Coordinate statutory negotiation, continuing information rights, collective agreements, and change communication before public messaging outruns Swedish labor-relations process.
Premise
Sweden’s Medbestämmandelagen (MBL) changes the executive question from “When do we announce the change?” to “What negotiation and information obligations must occur before this decision is final?” The 1976 Co-Determination in the Workplace Act structures legal relationships between employers and employee organizations. Significant changes may require union negotiation before decision, while continuing information duties create an ongoing channel. Town halls, surveys, or newsletters do not automatically satisfy those statutory relationships.
