Jaarsummaa: Separate Reconciliation Architecture from Neutrality

Communication · Executive Insight Brief · 280

Settlement does not prove free agreement

Arsi Oromo elder mediation makes hearing, deliberation, persuasion, decision, and relational closure visible while also exposing how authority can distribute voice unequally.

Premise

Jaarsummaa is an inherited Oromo elder-mediation institution used to address disputes and restore social relations. Alemu Disassa Mulleta’s discourse analysis examines Arsi Oromo practice in West Arsi; it does not establish one procedure for every Oromo community. For executives, the value is analytical: reconciliation can be examined as a communication architecture with distinct speaking rights, phases, persuasive resources, and authority. Cultural legitimacy, however, is not evidence that the process is neutral or equally empowering for all parties.
