The assembly ends. The accountability loop does not.
Treat the electorate-based assembly as a legal governance interface whose authority, public record, and follow-through must be read against the applicable State law.
Premise
The Gram Sabha gives a village electorate a constitutionally recognized place inside India’s Panchayati Raj system. Article 243(b) defines membership through the electoral roll; Article 243A provides that a Gram Sabha may exercise the powers and perform the functions a State legislature assigns by law. The executive lesson is structural: participation becomes consequential only when the forum, its legal authority, the information entering it, and the route from deliberation to implementation are visible together.
The Gram Sabha is the electorate-based assembly; the Gram Panchayat is the village-level institution of local self-government with elected representatives and continuing responsibilities. Conflating them erases the accountability interface. A well-attended assembly may still exert little influence, while the Panchayat can continue operating when participation is weak. The diagnostic question is what moved through the interface and what followed.
