Communio et Progressio: Distinguish Announcement from Institutional Communication

Communication · Executive Insight Brief · 267

The announcement came after the conversation was needed

Communio et Progressio frames communication as truthful information, dialogue, public opinion, listening, and participation within defined institutional authority.

Premise

Institutions with strong convictions can mistake communication for correct transmission: issue the official statement, defend the position, and distribute approved information. Communio et Progressio takes a wider view. The 1971 Pastoral Instruction treats social communication as a process involving information, dialogue, public opinion, professional responsibility, listening, and participation, both with external publics and inside the Church.

For senior leaders, the implication is demanding. Control of a channel does not by itself create communication. An institution can publish accurate material while leaving people unable to understand what they may influence, why information was withheld, where questions go, or whether expressed views reach anyone with responsibility to respond.

Model

In this series, Model names the editorial family primarily used to understand and explain communication: theories, frameworks, effects, traditions, principles and other conceptual resources. It is an umbrella for a route into the field, not a claim that every included object is a predictive model.

Doctrines, Principles & Normative Frameworks

Sets out principles or criteria for what should be pursued, considered legitimate or done. Its contribution is evaluative or prescriptive: it gives reasons for judging conduct and arrangements, rather than merely describing their frequency.
