Closed on time, never resolved
Goal Displacement exposes when successful rule adherence becomes a substitute for the outcomes that originally justified a procedure
Premise
An organization can achieve perfect compliance and still fail its intended recipient. Goal Displacement names the inversion: a rule introduced to serve a purpose becomes the object that employees are rewarded for protecting. This is not a general complaint about bureaucracy. It is a specific contradiction between procedural conformity and the authorized end.
A performance dashboard may report timely case closure while customers remain without resolution. Executives need to examine both sides of the result: what the process formally accomplished and what people were supposed to receive. Neither a high compliance score nor an unpopular rule establishes displacement on its own.

Effects, Biases & Phenomena
Identifies a bounded pattern in judgment, behavior or communication and the conditions under which it appears. Naming the pattern makes a recurring difficulty recognizable; it does not make the pattern inevitable or supply a complete explanation.
